Aim and Scope
TITLE MISSION
The journal publishes papers on topics covering a range of issues related to the development and application of information and optical systems and technologies:
- system analysis, management and information processing
- theoretical foundations of computer science and information security
- computers, computer networks, mathematical support and software of computers, and computer-aided technologies
- mathematical simulation, numerical methods and program complexes
- optical and laser systems, photonics, quantum systems and technologies
- new optical and “smart” materials, nanostructures
- element base of information and optical systems
Editorial staff interprets the title mission in giving an opportunity for professional scientists, working in various fields of information, information-optical systems and technologies, to exchange ideas and share their research results posessing potential practical relevance and application.
TITLE GOAL OBJECTIVES
Editorial staff activity of "Scientific and Technical Journal of Information Technologies, Mechanics and Optics" is focused on raising general public knowledge and awareness about the findings of research carried out both in Russia and abroad. The objectives of the journal publication are:
- to promote international cooperation
- to render assistance for carrying out interdisciplinary research on the most up-to-date world-wide level
- to increase the availability for exchange of stored knowledge and experience between professional scientists
Editorial staff accepts for consideration the original, never previously published papers on the remit of the journal dealing with the new scientific results received personally by the authors (with the exception of materials of scientific conferences). Overviews are also published describing the current state of topical development tendencies in science and technology, information about conferences, materials of scientific discussions and new books reviews.
Editorial staff accepts for publication papers by both Russian and foreign authors, as well as in collaboration of Russian and foreign experts working on joint projects.
TARGET AUDIENCE
The journal is intended for researchers, engineers and developers, university professors, postgraduates and students specializing in system analysis, information and computer systems and technologies, optical-digital and optical-information systems, photonics, quantum systems and technologies.

INFORMATION AVAILABILITY
The journal provides the policy of maximum availability of published materials. All published materials are available on the journal website, on the platform of the Scientific Electronic Library, platforms of foreign digital libraries and information databases, in the Internet. Printed copies of the journal are distributed by subscription.
The publisher is bearing all expenses for journal production and publication. Publication of papers is free of charge for the authors. Peer review is not paid.
Authors’ fees are not paid. Should the materials, published in "Scientific and Technical Journal of Information Technologies, Mechanics and Optics" are being reproduced in other editions, a reference to the journal is required.
Free reproduction of personal materials, published in the journal, is allowed for informational, scientific, educational or cultural purposes in accordance with article 1273 and 1274, chapter 70, part IV of the Russian Federation Civil Code.
Other applications are possible only after the conclusion of appropriate written agreements with the editorial. board.
The articles of the Journal are available under the Creative Commons Attribution-NonCommercial 4.0 International License.

Open Access Policy
The journal "Scientific and Technical Journal of Information Technologies, Mechanics and Optics" provides a policy of open access to its content, based on the principles of free dissemination of scientific information, increasing the global exchange of knowledge and research results.
Users are allowed to read, download, copy, distribute, print, search, or link to the full texts of the articles, or use them for any other lawful purpose, without asking prior permission from the publisher or the author. This policy is based on the principles of open access recommended by DOAJ.
Users can use, reuse and build upon the material published in the journal but only for non-commercial purposes.
Editorial staff provides a policy of maximum availability of published materials. All published materials are available on the journal website, on the platform of the Scientific Electronic Library eLIBRARY, Scientific Electronic Library «CyberLeninka», platforms of foreign digital libraries and information databases in the Internet.
All materials presented in the journal reserve the copyright.
All the information about the Edition, Editorial Board is regularly updated and actualized.
The publisher is bearing all expenses for journal production and publication. Publication of articles is free of charge for the authors. Author's remuneration and peer review is not paid.
All the articles provided for review have their original text tested for the level of uniqueness determined by using the appropriate software that shows the uniqueness of the article, sources used and coincidence of the text by means of eTXTAntiplagiat and Antiplagiat systems.

Peer-Review
General propositions
The procedure of reviewing for papers having been accepted by the editors of "Scientific and Technical Journal of Information Technologies, Mechanics and Optics", is aimed at ensuring the quality of papers published in the journal. Reviewing is mandatory for all papers accepted by the editors for publication.
The Edition primary adheres to the double blind peer review policy.
Paper review should provide a comprehensive and objective assessment, analysis of the advantages and disadvantages of the submitted paper.
Both members of the editorial board and outside reviewers are involved in the reviewing possessing a PhD or doctor of sciences degree, as a rule, with sufficient scientific research experience in the scientific area stated in the paper, familiar with the requirements put forth by the editors of the journal to the materials submitted for publication.
Typically, the reviewer should not be employed by the same organization as the author (s) of the paper. Editorial staff tends to exclude "conflict of interest" between the authors and reviewers.
The volume of the review is not regulated, but, as a rule, it should be within 1-2 pages.
When reviewing a manuscript by the editors, all authors are warned about the review procedure. The editors do not disclose the names and place of work of the reviewers.
The number of reviews submitted is determined by the editors and must be at least two. In cases where the article is written at the "junction" of sciences or scientific fields, the number of reviewers can be increased. By decision of the editor-in-chief, an additional review may be assigned after receiving the initial reviews.
Paper review in the "Scientific and Technical Journal of Information Technologies, Mechanics and Optics" is free of charge.
Review procedure
All manuscripts received by the editors are registered, then reviewed by the editor-in-chief or deputy editor-in-chief, who decide to forward the manuscript to one of the members of the editorial board. The members of the editorial board have the right to review the manuscript themselves, or send their proposals to the editor-in-chief to forward the article to reviewers - specialists in the subject of the article being reviewed.
After the reviewers' candidacies are approved, the responsible secretary sends the reviewers the text of the article in printed or electronic form (by e-mail) and a cover letter.
The review period should not, as a rule, exceed one month from the moment the reviewer receives the article.
The reviewer sends the review in any form at his own discretion or in the form proposed by the editors. The text of the review is submitted to the editors with a personal signature, or in electronic form from the reviewer's postal address. The content of the reviews is considered by the editorial board, which makes one of the following decisions:
- accept the paper for publication without amendment
- send the paper for additional peer review
- return the paper to the author for correction of the reviewer's comments
- reject the paper (with the mandatory motivation).
The authors are obligated to read and understand the reviews; for this purpose executive secretary of the edition sends the text of the review and a cover letter to the author (s), as well as the text of the paper with the editor's comments requiring improvement.
Information about the reviewer is not disclosed.
The review is made available to the author (s) in a printed form. The review may also be sent by e-mail with a read notification message. In this case the author's (s') confirmation of the review receipt is considered to be the fact of familiarization.
The author is free to submit a reasoned disagreement with the results of the review. The decision on further reviewing of the paper is made by the editor-in-chief or deputy editor-in-chief.
Should the authors agree with the reviewer's comments, they have the right to amend the paper and re-submit it. It is desirable for the authors to submit a written response to reviewer's comments. At that the review procedure is repeated. The date of paper accession to the editorial board is considered to be the date of its submission after the last revision.
In case of insignificant comments requiring only editorial changes, and with the consent of the authors, the decision may be rendered on the admission of the paper for publication.
Contents of the review
The form of the review may be self-selected, but it should contain the following estimates:
- topicality of the issues discussed in the paper
- compliance of presented results with the declared subject matter of the paper
- completeness of the literature review; standards-compliant design of literature references
- authors' scientific contribution: the presence and significance of new scientific findings in this paper, obtained personally by the author (group of authors)
- validity of the conclusions
- clear and easy-to-understand headings
- completeness, validity and correctness of applied body of mathematics and theoretical positions
- correct terminology, the clarity of presentation, language style
- completeness and clarity of presented graphic material, SI system physical units application or the ones permissible for usage along with them.
All comments are grouped according to items for consideration convenience of the editorial staff and the author(s).
The review should conclude with recommendation:
- on the possibility of paper publication without modifications
- on the possibility of publication, taking into account the author's amendments (without re-review or with it)
- on refusal to the authors in publishing the paper.
The final decision on the possibility of paper publication is made by the editorial board in view of received review (reviews), as well as a reasoned response from the author(s).
Within five years all reviews are stored in a written form at the editorial office.
Publishing Ethics
GENERAL PROVISIONS
Editorial board policy is based on the international practice concerning the copyright guarantee, on ethical principles, supported by the community of leading publishers of scientific periodicals Committee on Publication Ethics (COPE).
Editorial activities are aimed at informing a wide range of scientific community about new scientific developments and engineering solutions. Editorial work is guided by such key principles as: veracity, scientific validity and relevance of the published works.
The procedure for admission, evaluation and publication of scientific papers is open.
The editors do not allow publishing materials, the contents of which are prohibited by the Russian Federation legislation.
Editorial staff is responsible for the quality of published scientific papers, as well as provides support for initiatives aimed at reducing the number of incorrect actions by researchers and ethics violations.
Getting the negative results by the authors in the research process is not an obstacle for their publication in the journal. Editorial staff encourages scientific discussions and the exchange of experience within the journal issues.
CODE OF CONDUCT FOR JOURNAL EDITORS
Editorial staff is guided by the following COPE ethic rules:
- editorial neutrality;
- confidentiality obligation (of researchers, authors, reviewers);
- compliance with scientific ethics while paper reviewing, ensurance of outspoken scientific discussion between authors and reviewers;
- privity of contract existence between the publisher, editors and authors;
- protection of intellectual property and copyright guarantee;
- manuscript rejection in case of revealing the other authors' previously published materials without reference to the original source (plagiarism);
- non-disclosure of the authors' and reviews' personal data and another information obtained in professional cooperation;
- making amendments, editorial corrections in coordination with the authors.
ETHICAL RULES FOR PEER REVIEWING
Editorial staff strives for the following Basic principles to which peer reviewers should adhere.
Peer reviewers should:
- agree to review onlymanuscripts for which they have the subject expertise required to carry out a proper assessment;
- strive for a timely manner of peer reviewing;
- respect the confidentiality of peer review;
- be objective and constructive in their reviews;
- declare all potential conflicting interests to the editors;
- not allow their reviews to be influenced by the origins of a manuscript, by the nationality, religious or political beliefs, gender or other characteristics of the authors;
- not use information obtained during the peer-review process for their own or any other person’s advantage.
ETHICAL RULES FOR THE AUTHORS
The authors presenting the materials to the editors are fully responsible for the veracity of the information contained therein, for compliance of materials to norms of legislation, morality and ethics.
Editorial staff expects the authors to comply with the following principles:
- the research being reported should have been conducted in an ethical and responsible manner and should comply with all relevant legislation;
- researchers should adhere to publication requirements that submitted work possesses scientific novelty and originality of research;
- veracity of the results, researchers should strive to describe their methods clearly and unambiguously so that their findings can be confirmed by others;
- objective discussion of the research relevance;
- recognizing the contribution of others, availability of bibliographic references to used works is mandatory;
- representation of all participants who have made a significant contribution to research as co-authors and approving the final version with all co-authors and their full agreement with the submission of the manuscript for publication;
- instant report about finding significant errors or inaccuracies in the publication by the author and interaction with the editorial staff for the speedy correction of errors or publication removal; timely correction of errors and inaccuracies identified by the editors;
- no borrowing without reference to the original source (plagiarism).
Author fees
Publication in “Scientific and Technical Journal of Information Technologies, Mechanics and Optics" is free of charge for all the authors.
The journal doesn't have any Article processing charges.

Disclosure and Conflict of Interest
Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Plagiarism detection
“Scientific and Technical Journal of Information Technologies, Mechanics and Optics" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.
Preprint and postprint Policy
Prior to acceptance and publication in “Scientific and Technical Journal of Information Technologies, Mechanics and Optics", authors may make their submissions available as preprints on personal or public websites.
As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in “Scientific and Technical Journal of Information Technologies, Mechanics and Optics" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.
